Executive Vice President/Director
Prior to joining the company in 2014, Mr. Feldman was a National Sales Leader for Allstate Dealer Services. Mr. Feldman was responsible for leading and overseeing the launch and growth of Allstate’s diversification into multiple F&I product offerings. In addition, Mr. Feldman had responsibility for leading the B2B channel which included the development and management of customized F&I product solutions and field sales force management for auto manufacturers, captive finance companies, affinity clients and large dealer groups. Prior to joining Allstate in 2009, Mr. Feldman was a Reinsurance Specialist with GMAC Insurance and Vice President/Chief Compliance Officer for GMAC Securities. During his tenure at GMAC Insurance, Mr. Feldman held several roles related to the F&I product lifecycle including claims management, product and program development, performance analysis, reinsurance and sales. Mr. Feldman was an Intelligence Analyst with the 12th Special Forces Group (Airborne) and began his career at an auto dealership in the Chicagoland area.
Paul N. Macey
Paul joined Spencer Re in 2016 as president and, USA Risk Group in late 2005 as Senior Vice President of USA Risk Group (Cayman), Ltd. In 2013, Paul was promoted to President of USA Risk Group (Cayman), Ltd. and President of all USA Risk Group offshore operations. In this position, Paul is responsible for managing the Cayman office and dealing with all insurance related activities of client companies under management, as well as overseeing the management of the Barbados, US Virgin Islands, British Virgin Islands and Bermuda operations of USA Risk Group.
Paul has over 15 years of experience in the insurance industry, most recently as Partner and Insurance Manager of JLT Risk Solutions (Cayman), Limited. In this position, Paul was responsible for insurance related activities of client companies, including brokerage insurance technical support and program design.
Paul is British and holds the Associate of the Chartered Insurance Institute, England.
Mr. Osborne is a Scottish Chartered Accountant and presides over the entire USA Risk Group family. Mr. Osborne develops innovative alternative and traditional risk strategies and programs for clients and prospects of USA Risk Group. With over 19 years’ experience in the alternative market, Mr. Osborne has been involved in the establishment of numerous single parent captives, association captives, risk retention groups, and traditional group insurance programs. Mr. Osborne has also spoken at several national industry conferences, served on the NRRA membership committee, and was Treasurer of the Hawaii Captive Insurance Council. Mr. Osborne currently serves on the Legislative Committee of the Vermont Captive Insurance Association and serves as a faculty member for the International Center for Captive Insurance Education.
Ralph J. Rexach
Mr. Rexach is the Secretary of the company, in which role he has served since 2016, and a director. Mr. Rexach is also President of the San Juan, Puerto Rico law firm of Rexach & Pico CSP, formerly Bufete Rexach & Pico, of which Mr. Rexach was a partner. Mr. Rexach previously has served as Insurance Commissioner of Puerto Rico. Mr. Rexach earned his B.A. degree from Yale University in 1970 and his J.D. degree from the University of Puerto Rico in 1974.
Swiss Resident Director
Dr. Orator spent 23 years with the Zurich Insurance Group and, prior to leaving in 2012, held the role of Chief Administrative Officer and Member of the Group Executive Board. Prior to this position, Dr. Orator was the Global Chief Claims Officer with responsibility for over 20,000 claims professionals worldwide. Dr. Orator earned his Doctorate of Law from the University of Vienna, Austria. Dr. Orator resides in Zurich, Switzerland.
